It's not just you. It's the nature of neon pigments to dry matte. The Essie summer neons did the same thing. You have to wear a top coat to get it glossy. The bumpy texture is due to the glitter and that happens with a lot of glitter polishes. For some reason Flying Dragon took two coats of Seche Vite to avoid the texture issues but usually just one will suffice. Flying Dragon dries matte and bumpy for everyone. It’s not just you.
